Urban water security emerges as a proposal for water issues of the 21st century. However, public
water policies and water management in Mexico focused on this vision are currently scarce. In
the development of this research, the search and adaptation of urban water security methodologies
applicable to the Zacatecas-Guadalupe Metropolitan Area were used and, with this, an analysis
of the state of urban water security of said site was carried out. The methodologies of Brown
et al. (2009), Daniell et al. (2015) and Salvatore-Olivares et al. (2019) were selected for this
work since, through their adaptation and application to the study site, they allowed to conform a
system made up of five subsystems and three dimensions, establishing interconnections between
six descriptors (social backwardness, availability and access to water, quality of water services,
capacity and volume of wastewater treatment, hydrometeorological risks and conflicts over water)
that holistically bring together the positive or negative items that impact the urban water security
status of the study area. The results allowed us to identify that the political, social, and economic
conditions have not allowed the achievement of urban water security because the solution to
the problems of availability and supply of water, contamination of bodies of water, irregular
settlements, access to services and poverty are considered insufficient.
