Worldwide, human activities and greenhouse gas emissions are causing noticeable changes in
weather patterns, representing climate change’s most visible manifestation. In response to this crisis
that threatens the survival of life on Earth, an international agenda to implement urgent adaptation
and mitigation actions requiring the participation of cross-sectoral actors and civil society in
addressing climate change issues has been developed. Thus, in alignment with the efforts of the
international network formed by the C40 Climate Change Leadership Group, government agencies in
the Guadalajara Metropolitan Area (AMG) have actively engaged in creating a Climate Action Plan
(PACmetro) aimed at reducing carbon emissions and the associated impacts of climate change. The
PACmetro proposes strategies with intersectoral actions designed to guide the metropolis towards
achieving climate objectives by mitigating emissions from the primary sources of greenhouse
gases, including 1) stationary energy, 2) transportation, and 3) waste. This article discusses aspects
related to the proposed mitigation actions for the AMG, aiming to progress towards a carbon-neutral
metropolis by 2050. This article describes aspects related to the mitigation actions proposed for the
AMG to move towards a carbon-neutral metropolis by 2050. The aim is to promote the relevance of
the actions outlined in the PACmetro and the construction of a new culture on waste, mobility, and
energy management in the medium and long term.
