Abstract

The social economy constitutes an important instrument for economic growth and territorial
structuring that has been considered by different countries as a more humane and environmentally
friendly economic model, which is so important in the current environment. Therefore, the general
objective of this document is to carry out a descriptive analysis of the support granted by the National
Institute of Social Economy (INAES) to the Organizations of the Social Sector of the Economy
within which the cooperative is located from the period 2013 to 2019 in the State of Tlaxcala, to
determine if there is a real public policy to promote this form of organization. The methodology
consists of a study of legal dogmatics of the social economy and a descriptive statistical analysis
of the period 2013 to 2019 in the state with information from the registry of INAES beneficiaries
by year and by municipality. In the results, a net decrease of 76.47% in the amount of support is
observed in the period 2013 - 2019, in 2019 only 12 municipalities in the state received support
representing 19.67% of the total and a considerable decrease of 81.97% compared to the year 2018,
which demonstrates a lack of political will to motivate the social economy in the state.
