This study describes the social movement for the implementation of Social Security in Mexico, specifically the collective actions undertaken by the Sociedad Pro Implantación del Seguro Social (Society for the Implementation of Social Security) in Veracruz, spanning the period from 1936 to 1947 and centered on the industrial region of Orizaba, Veracruz. The process is analyzed through the theoretical lens of social movements, examining how culture was employed as a tool to transform reality and influence the establishment of the social security system in the region, marking a shift from a self-sustaining social security model to a national institutional one. The study examined the trajectory and conflicts experienced—stemming from both local antagonistic structures and national processes—that resulted in the implementation of social security in the study area.
