About the Journal

Regiones y Desarrollo Sustentable (Regions and Sustainable Development) is an open-access, continuously published academic journal, edited by El Colegio de Tlaxcala, A. C., and founded in 2001. Its aim is to contribute to the study and promotion of regional development with equity and sustainability, understood as a social process situated in time and space, in which the initial state of a set of variables —political, economic, environmental, cultural, and social, among others— is transformed and gives rise to final values whose balance, weighed against welfare criteria, expresses the progress or regression of a society and guides the management of development through the selection of models, mechanisms, and instruments.

From this conception, and through an interdisciplinary and transdisciplinary approach, the journal disseminates original research organized along five complementary axes that reflect those variables: political and social studies —governance, public administration, social movements, Indigenous peoples and communities, electoral processes—; tourism as a factor of development and territorial reconfiguration —community-based, cultural, and sustainable tourism—; the environmentand sustainability —resource management, land-use planning, and environmental change—; development at the local, national, and international scales; and the regional economy —social and solidarity economy, innovation, inequality, and well-being.

The journal seeks to produce and exchange knowledge among specialists from the most diverse regions, prioritizing originality, quality, and scientific and academic rigor, and to provide a space for debate on regional development. It is addressed to the academic, research, and public-management communities concerned with these issues.

Sections and content types. The journal publishes research Articles, Documents (review articles, state-of-the-art surveys, essays, technical reports, letters, and commentaries), Reviews, and Dossiers (thematic issues). The requirements for each type are detailed in the Author Guidelines.

Publication frequency

Regiones y Desarrollo Sustentable was founded in print in 2001. In the second half of 2017 it adopted an exclusively electronic format; from January to December 2021 it was published every four months (three issues per year); and in January 2022 it adopted continuous publication in order to expedite scholarly communication.

Under this model, articles are published individually throughout the year, as they complete the editorial process, and are integrated into the corresponding annual volume. Each article records its publication date, as well as its submission and acceptance dates. The call for submissions is permanent.

Open access policy

The journal provides immediate open access to all of its content, without restrictions of any kind (economic, financial, material, administrative, or technological), in order to offer the public free access to research and to foster the global exchange of knowledge. Content may be read, downloaded, copied, distributed, printed, searched, or reused for any lawful purpose, with the sole condition of acknowledging authorship.

Funding model and article charges

Regiones y Desarrollo Sustentable is funded in its entirety by El Colegio de Tlaxcala, A. C. It operates under the diamond open-access model: it charges no article processing charges (APCs) or publication contribution fees (CCPs) at any stage of the editorial process. Neither authors nor readers bear any cost for editing, production, publication, reading, downloading, or access.

Author rights retention and self-archiving policy

Authors retain full rights over their work and may deposit and self-archive the published version (post-print) in institutional or subject repositories, personal websites, and other open-access media, through non-exclusive agreements, provided they indicate that the work was first published in Regiones y Desarrollo Sustentable. This practice favors the early dissemination of knowledge and strengthens open access.

Digital preservation

Regiones y Desarrollo Sustentable ensures the long-term preservation and conservation of its content through a three-tier scheme:

  1. Distributed archive (dark archive). The journal deposits its content in the PKP Preservation Network (PKP PN), a distributed archiving network based on LOCKSS technology that preserves complete, replicated copies of published articles for conservation and restoration purposes.
  2. Institutional safeguarding. Published articles are deposited in the Institutional Repository of El Colegio de Tlaxcala, A. C., which provides an institutional open-access copy and a permanent backup of the journal's output.
  3. Backup and custody. The Publishing Department of El Colegio de Tlaxcala, A. C. maintains periodic, redundant backups of the journal's digital files (content, metadata, and editorial records) under institutional custody.

Metadata policy

The journal generates and manages structured, standardized metadata for each article —authorship, title, abstract, keywords, publication data, and identifiers— in order to ensure the adequate description, retrieval, and interoperability of its content with other scholarly information systems.

Artificial intelligence use policy

Regiones y Desarrollo Sustentable permits the use of artificial intelligence (AI) tools solely as a support, never as a substitute for academic judgment or intellectual authorship. AI cannot be listed as an author. Authors must explicitly declare any use of AI and the purposes thereof. Undeclared use is considered a breach of academic integrity. The detailed conditions of acceptable and unacceptable use —both in manuscript writing and in peer review— are set out in the Author Guidelines, sections 7 and 8.

Originality screening

Every manuscript undergoes textual similarity screening using iThenticate (Crossref's Similarity Check service). The maximum admissible similarity rate is 15%. The details of the procedure are described in the Author Guidelines, section 8.

Publication ethics

The journal adheres to the guidelines of the Committee on Publication Ethics (COPE) and to the Principles of Transparency and Best Practice in Scholarly Publishing (COPE, DOAJ, OASPA, and WAME), which govern the conduct of authors, reviewers, and the editorial team at all stages of the process. The full code of ethics —including procedures for corrections, retractions, handling of misconduct, and the complaints and appeals channel— is available in the Author Guidelines, section 7.

External authorship policy

To ensure the openness and plurality of the editorial project, at least two-thirds of the works published annually originate from authors external to El Colegio de Tlaxcala, A. C. and to its editorial bodies. Manuscripts authored by individuals affiliated with the publishing institution are reviewed exclusively by external referees.

Composition of the editorial bodies

The journal presents, in a visible and up-to-date manner, the identification of the editor-in-chief and of its editorial bodies, indicating for each member the full name, role, complete institutional affiliation, country, and ORCID identifier. The editorial structure distinguishes three functions:

  • the Editorial Committee, the internal executive body responsible for editorial management and decisions;
  • the Editorial Board, the scientific and advisory body whose composition ensures the plurality and independence of the journal: at least two-thirds of its members hold affiliations external to the publishing entity, and their disciplines correspond to the journal's field and scope;
  • the editorial team (copyediting, design, and layout), responsible for production.
